Israeli Influence on Health and Universal Health Coverage in the DRC: Meet Dr. Balthasar Cola Ngoy

At the time of his participation in our Health Systems Management training programme in May 2022, Dr. Balthasar Cola Ngoy, a physician, was serving as the Chief Health Advisor to His Excellency Prime Minister Jean-Michel Sama Lukonde of the Democratic Republic of the Congo.

In this interview, he provides valuable insights into his training experience and details how he incorporated the teachings into his governmental responsibilities.

"I have just completed an ambitious programme on Health Systems Management. It is a crucial curriculum for a thorough understanding of Universal Health Coverage."

Dr. Cola Ngoy travelled to Israel with the primary goal of refining his professional skills and gaining a renewed and enlightened perspective on the concept of health insurance.

"In the Democratic Republic of the Congo, we are moving towards Universal Health Coverage, and it was a tremendous opportunity to undergo this training at Galilee Institute. It is a practical programme that adds value to this ambitious initiative cherished by the government of my country."

Indeed, the Democratic Republic of the Congo is characterized by the absence of a comprehensive health insurance system. While some health cooperatives do exist in various regions of the country, they do not provide coverage for the entire population.

Hence, as an integral component of the government's programme, and especially aligned with the Head of State's vision, Universal Health Coverage (CSU) has been incorporated as a top priority. The anticipation is that this integration will lead to a substantial enhancement in healthcare services for all Congolese citizens.

Drawing inspiration from the Israeli model

Dr. Cola Ngoy embarked on a journey to Israel with the specific aim of closely studying the Israeli healthcare system. He immersed himself in the best practices of healthcare and health insurance implemented in Israel, intending to leverage this experience to contribute to the enhancement of the healthcare system in the Democratic Republic of the Congo.

The benefits of the training

"What I found in Israel is practical experience. While theory holds significance, it should always be closely tied to practical application. In Israel, they don't engage in empty rhetoric; instead, they take decisive actions to back up their words. Sometimes, they even act first and then explain what they did!

The Israeli model is crucial and immensely inspiring for us as a developing country.

As explained by the President of GIMI, Dr. Joseph Shevel, education is the key... Education must be evidence-based, practical, and tangible so that people can integrate it. People should know how to use their minds and hands to be of service to the community!

The instructors are distinguished professors, and facilitators, who bring extensive experience to the table. They engaged with us significantly; it was wonderful and enriching."

Throughout his visit, he participated in highly valuable study tours, including a visit to the Galilee Medical Centre, an impressive university hospital situated in the northern part of the country, in Nahariya. This distinguished hospital boasts around 750 beds and employs close to 3 000 healthcare professionals.

What particularly impressed Dr. Cola Ngoy was the remarkable vision of the Galilee Medical Centre in terms of preparation for crisis or conflict situations. The hospital has indeed constructed an underground facility specifically reinforced to withstand missiles, ensuring the continuity of care even during times of conflict. As of now, the hospital is operational in this crisis configuration amid the conflict with Hamas.

Its uninterrupted operation exemplifies the health system's capacity to anticipate and manage highly exceptional crises effectively.

Conclusion

"My experience in Israel has allowed me to practically apply my knowledge. I witnessed striking examples of healthcare practices in Israel firsthand. When a patient is in distress, they automatically have access to a family doctor, a specialization that comprehensively addresses an individual's health, covering all behavioural, psychological, and medical aspects.

Indeed, the State of Israel provides a comprehensive 'basket of care and medication' that encompasses everything a patient needs."

Since recording this interview with Dr. Cola Ngoy, he has been appointed as a member of the board of directors of the Regulatory and Control Authority for Universal Health Coverage, known as 'ARC-CSU' in abbreviation.
