INTRODUCTION
Galilee International Management Institute (GIMI) provides advanced leadership and management training and capacity building seminars to senior governmental, non-governmental (NGO) and private sector executives from developing and transitional countries around the globe.
The "HIV/AIDS: Innovative Management and Care" International Workshop is an outgrowth of our flagship Health Systems Management programme, whose graduates (hospital directors, senior physicians and health officers) have expressed their countries' need for expert training of community-health and social workers entrusted with the prevention, control and treatment of HIV & AIDS.
The HIV/AIDS Management programme recognises the ravaging effect of the HIV/AIDS epidemic on the social fabric of community life. Among countries and locales hardest hit, there is additionally, the strain imposed upon existing health facilities; the socio-economic upheaval created among the income-generating adult population and a generation of children tragically orphaned by this disease.
This programme adopts a community-development approach to HIV & AIDS prevention, control and treatment aimed at motivating local communities to identify and prioritise their needs and to mobilise their human and financial resources. For such an approach to succeed, local governmental and non-governmental (NGO) leaders and field activists must be trained for community-development tasks and community based health and social-welfare services must be coordinated.
Israel's community-development approach to health care management has helped it cope with the HIV & AIDS threat. The pre-natal and post-natal (Tipat Halav) clinics that exist in every neighbourhood are but one example of an already existing infrastructure for the delivery of health and social-welfare services. Israel has used this infrastructure in the prevention, management and treatment of HIV & AIDS among both the native-born population and new immigrants from Africa, Asia and the former Soviet Union.
PROGRAMME DESCRIPTION
The intensive workshop will address the capacity-building requirements of community health workers entrusted with preventing, managing and treating the HIV & AIDS epidemic. The epidemiological, socio-economic and political aspects of HIV & AIDS will be explored and the need for special community services stressed. Special focus will be placed on the planning and implementation of financially viable programmes to cope with the epidemic. The Israeli model for preventing, managing and treating HIV & AIDS will be shared.
PROGRAMME PARTICIPANTS
The programme is designed for governmental and non-governmental (NGO) professionals responsible for community health projects to prevent, control and treat the HIV & AIDS epidemic. These professionals include policy-makers, community-health and social-work supervisors and workers and activists in the field.
OBJECTIVES
The programme aims to impart advanced leadership techniques to HIV/AIDS professionals, with a focus on decision-making and problem-solving skills. The war on HIV & AIDS will be approached from the viewpoint of general management within the specialised context of primary health-care in the community.

COURSE METHODOLOGY
Internationally known Israeli academic and field experts will address participants. These will include health systems administrators with expertise in the prevention, control and management of HIV & AIDS. Lectures will be supplemented by; case-study analyses; small group discussions; workshops; games; simulations and interaction with colleagues and faculty-facilitators.
