Introduction
Since its establishment in 1987, Galillee College (now “Galilee International Management Institute”) has offered management training and capacity building seminars to senior officials and decision makers from around the globe: Africa, Asia, Europe, Latin and North America, the Middle East and the Pacific. Our educational mission is based on a belief that human efficiency is the crucial factor in nations’ reaching their full socio-economic potential.

The institute provides an international venue where participants learn both from top Israeli academic and professional experts and from each other.



The Galilee International Management Institute “Public Administration and Civil Service Management” programme was initiated in recognition of world-wide interest among governments in public-sector reform and renewal as the sine qua non for sustainable national economic growth.

Twenty-first century concepts of effective government favour performance-oriented management systems that deliver quality service to citizens. Officials are held accountable for the economic and social consequences of management decisions and practices. Such high public expectations present senior civil servants with professional challenges and leadership opportunities.

Objectives of the Training Programme
The programme aims to equip participants with both advanced managerial techniques and specialised knowledge; to increase their capacity for innovative planning and implementation of policy in response to changing socio-economic realities; and to improve their strategic-thinking, problem-solving and decision-making skills.

Seminar Participants
The programme is designed for senior governmental officials and public servants. In their professional lives, they are responsible for the management and reform of government agencies and public-sector institutions.

Course Methodology
Internationally known Israeli academic experts will address participants. Lectures will be supplemented by best-practice case study analyses, group discussions and workshops. Participants will visit various government and industrial sites and public-owned organisations and meetings will be held with their senior personnel.

Factors affecting a nation’s governance on behalf of its citizenry include:
